In Lithuania, the LEADER program is implemented through local action groups (LAGs), which finance local projects according to prepared local development strategies (LDS).

Local Action Groups Network (LAG Network) is an association established in 2007 and uniting 49 rural local action groups in Lithuania. Local action groups, like the local action group network, are umbrella non-governmental organizations implementing the LEADER initiative in rural areas.

Local action groups encourage residents and organizations to actively participate in the development processes of their residential area and community, help strengthen civil society, and support sustainable cooperation between local government, business, and the non-governmental sector.

The vision of the LAG network is a sustainably operating, open, and dynamic structure of local action groups, actively participating in the rural development process, and promoting partnerships in Lithuania and abroad.

The mission of the LAG network is to promote national and international cooperation between local action groups, to represent common interests in achieving the successful implementation of the LEADER method and innovative rural development at the European, national, and regional levels. To collect and disseminate information, solve problems related to the activities of the LAG network members, share knowledge, experience, achievements and ideas.

Functions of the LAG network:
1. Protection and representation of the interests of the LAG network members.
2. Consulting.
3. Participation in the process of preparing Lithuanian and European Union legal acts that may affect the activities of the Network members.
4. Collection and transmission of information.
5. Formation of a good image of the LAG network members in society.
6. Preparation of proposals for improving the administration of the activities of the LAG network members.
