Based on the Rules for the implementation of the intervention measure “European Innovation Partnership for Agricultural Productivity and Sustainability” of the Lithuanian Strategic Plan for Agriculture and Rural Development 2023–2027 (hereinafter referred to as the Rules), the European Innovation Partnership (hereinafter referred to as the EIP) is a joint activity of entities engaged in agricultural, food or forestry activities, scientists, agricultural and forestry consultants and other participants in the rural development sector, the aim of which is to implement the European Innovation Partnership project by applying knowledge and innovation to achieve agricultural productivity and sustainability.

European Innovation Partnership Project (hereinafter referred to as EIP Project) – a project initiated and implemented by the EIP Activity Group for the development and improvement of new or existing product processes and technologies, production and/or service provision methods, which aims to solve a practical farm problem and share ready-made solutions to the problem.

European Innovation Partnership Operational Group (hereinafter referred to as EIP Operational Group) – a group of different types of partners (entities engaged in agricultural, food and/or forestry activities, representatives of research and/or studies and/or consultants or consulting institutions, other participants in the rural development sector) who complement each other in knowledge and who are best suited to achieve the objectives of the innovation project, established under a joint activity agreement, aiming to implement the project.

The EIP Operational Group must include an entity engaged in agricultural or food or forestry activities and a consultant or a representative of a research and/or studies institution (as defined in the Law on Science and Studies of the Republic of Lithuania). The same person cannot represent several members of the same EIP operational group

The applicant may be a member of the EIP operational group whose EIP project implementation plan has been approved, appointed as the applicant by the joint activity agreement on the establishment of the EIP activity. Other members of the EIP operational group are understood as EIP project partners.

Supported activities

The intervention measure supports active cooperation between entities in the agricultural, food and forestry sectors, representatives of science and/or study institutions, consultants and other interested participants in the rural development sector:

1. in preparing and implementing EIP project implementation plans;

2. in preparing and implementing EIP projects.

Supported activities must be focused on the implementation of both of the following outcomes:

1. creation of new products, processes and technologies, production and/or service provision methods or their significant improvement;

2. the introduction (use) of new or improved processes and technologies, production and/or service delivery methods in the agricultural, food or forestry sector of the EIP operational group member and the dissemination and publicity of the project results obtained.

From August 18 2025, European Innovation Partnership (EIP) operational groups were invited to submit EIP project implementation plans for the implementation of EIP projects under the intervention measure “European Innovation Partnership for Agricultural Productivity and Sustainability” of the Strategic Plan (SP) for Agriculture and Rural Development of Lithuania 2023–2027.
